Note how slowly the rotor is turning. This is not an optical illusion, nor is it a slow-motion video - the rotor actually slows to 107 rpm. The prop appears to turn slowly due to the camera strobe effect. Approximately 3/4 of the way through the video, when the prop rpm changes, the pilot has backed off of the throttle and is slowing the aircraft, loading the rotor back up.
